UNESCO to supervise Google index

Google scares us. For many people, it represents a threat to innovation, privacy, right to oblivion, pluralism, competition, the book, the press ... and even intelligence! But why do we fear Google? Probably because it is supported on the largest index ever achieved: a central memory of cyberspace and how we use it, a digital copy of our lives inside and outside the matrix, under the control of a corporation whose only guarantee that it offers us is his (good) will not be "evil"!

Yet we can not do without Google and its index, for precisely its ability to build relationships in a continuous mass of information that far exceeds our cognitive capacity. Google is now the indispensable Sibylla of our lives, and we cannot stop that. Google index does not make us stupid, because it is now an ever growing part of our memory and our intelligence.

If the problem is Google's index, then perhaps it could be interesting to think about regulation of its use without deteriorate its benefits. And after all, is Google index entirely Google property ? The question should be raised : it is fed with our lives, our words, links, decisions, our images, memories, choices and taste ! May be we should now begin to consider it as a common good of mankind. If we agree with this proposal, it is necessary to admit the political and legal consequences. If we were at the country level, the solution would be quite simple (especially in France) : Google's index is a common good ? Let's nationalize it! (and give Google Corp. a public service mission to continue to manage it under the supervision of governement, as we do for train, phone and power networks). But we are not at this scale. The Google index is a common property of mankind. So perhaps is it necessary to think a level higher : the United Nations or rather one of its specialized agencies: ITU or better, UNESCO, may feel responsible for this index which it could be argued that it is part of the (immaterial) cultural heritage of the humanity.
