Is there such a thing as Government 2.0?

Most agree that Web 2.0 is a change of paradigm for Internet users, bringing along social networks, content sharing, tagging, co-creation, rich user experience, and so on. Many argue that Web 2.0 is transforming business contexts as well, enabling new forms of collaboration and innovative IS architectures such as mash-ups, online applications, software as services, etc.

So after “Web 2.0” and “Enterprise 2.0”, it was not long until someone coined the term Government 2.0. Is that just a catchword or are there potential transformations hiding behind it? In order to see if "2.0" really applies to government we will quickly address the various functions and roles of the state and discuss where there might be a real potential.
